Keeping 110 MW moving through the testing sequence.
Across NEXTDC’s Melbourne portfolio, BASE supported 110 MW of critical infrastructure, including the expansion and recommissioning of M1. The challenge was sequencing: each testing stage could only progress once the one before it was properly closed out. BASE coordinated that sequence across multiple facilities, to the operator’s standard.
Independent evidence where performance affects patient safety.
Delivered under a PPP for the Victorian Health Building Authority, New Melton needed independent proof its systems met the owner’s requirements. Working with AECOM, BASE acted as ICA through witness testing and operational readiness — reporting to the owner, not the contractor, so acceptance rested on evidence.
A maximum-security prison with no soft launch.
Mechanical, electrical, fire, security and access-control systems all had to work together from day one. Engaged by John Holland, BASE managed commissioning across every discipline, setting the standard early and holding it through to occupancy — so critical systems were proven before the facility depended on them.
Precinct-scale commissioning, kept visible and accountable.
Queen’s Wharf brought four towers, a casino, hotel, residential, retail and public realm into one $2bn precinct. Embedded in Multiplex’s delivery team, BASE ran the commissioning framework across construction and transition — keeping a multi-operator precinct structured and controlled before it reached handover.
Independent proof beyond handover.
Delivered with a 6 Star Green Star rating and a Soft Landings framework, Wyndham needed performance demonstrated well beyond completion. As ICA, BASE represented the owner from design review through post-handover tuning, reporting independently throughout — so a public building was accepted on proof rather than promise.
The facade is finished. The program is complete. The handover date is locked. Every box is ticked. But behind the walls, the questions that matter are still open.
Does the power hold? Does the cooling keep up under load? Do fire, BMS, security, lifts, hydraulics and controls work together under real conditions?
Completion tells you a building is standing. BASE proves that it is ready to serve.
Complex projects tend to run on assumptions. That systems have been installed properly, that testing has captured the right issues, and that performance will match the design intent.
BASE removes that guesswork. We define the commissioning standard early, verify performance through delivery, and give owners, builders and operators a clear evidence trail from design review through to handover and beyond.
FOR: OWNERS, DEVELOPERS AND GOVERNMENT CLIENTS.
We sit outside the delivery chain and represent your interests. We verify that the building you are accepting performs the way you were promised it would.
From design review to witness testing and post-occupancy tuning, we give you independent evidence before you sign.
FOR: BUILDERS AND HEAD CONTRACTORS.
We run commissioning as a discipline from the first meeting.
BASE builds the framework, manages the sequence, tracks readiness, coordinates subcontractors and resolves issues before they become an issue at handover.
FOR: HYPERSCALE AND ENTERPRISE OPERATORS.
In a data centre, performance is the product.
BASE supports commissioning across all six testing levels, from FAT through to integrated systems testing and operational handover, as CxA for owner-operators or Commissioning Manager for contractors.
Every other party manages its own exposure — program, margin, design and delivery. As Independent Commissioning Agent, BASE has none of that: no design to defend, no install to justify, no program to protect.
We’re accountable for one thing — whether the building performs.
On high-consequence projects, independent verification makes all the difference between a building that’s handed over and one that’s ready.
Our people have commissioned hospitals, data centres, law courts, correctional facilities, commercial towers, mixed-use precincts, education buildings, public infrastructure and critical environments.
From 6 Star Green Star buildings to hyperscale data centres, we know what it takes to prove performance when the stakes are high.
